आज 26 जनवरी का दिन पूरे देश में गणतंत्र दिवस के रूप में बड़े धूमधाम से मनाया जा रहा है। इसी दिन स्वतंत्र भारत का संविधान लागू किया गया था। भारत के स्वतंत्रता आन्दोलन के इतिहास में यह दिन इसलिए भी महत्त्वपूर्ण है क्योंकि 31 दिसम्बर, 1929 को पं. जवाहर लाल नेहरू की अध्यक्षता में लाहौर में हुए भारतीय राष्ट्रीय कांग्रेस के अधिवेशन में ब्रिटिश साम्राज्यवादी शासकों के सामने यह मांग रखी गई थी, कि यदि अंग्रेज सरकार 26 जनवरी, 1930 तक भारत को ‘डोमेनियम स्टेटस’ नहीं प्रदान करेगी तो भारत अपने को पूर्ण स्वतंत्र घोषित कर देगा। किन्तु अंग्रेज सरकार पर इस घोषणा का कोई असर नहीं हुआ तो कांग्रेस ने 26 जनवरी, 1930 को पूर्ण स्वराज आन्दोलन को प्रारम्भ कर दिया। इसी दिन पहली बार कांग्रेस ने ‘वन्दे मातरम्’ के नारों के साथ तिरंगे झण्डे को भी फहराया था। तब से लेकर भारतवासियों के लिए 26 जनवरी का दिन महज एक गणतंत्र दिवस ही नहीं बल्कि पूर्ण स्वराज प्राप्ति का एक राष्ट्रीय मंगलमय पर्व भी है तथा ‘वंदे मातरम्’ और तिरंगा झंडा स्वराज प्राप्ति के दो गौरवशाली प्रेरणा गीत व राष्ट्रीय प्रतीक हैं।

गांधी जी ने सन् 1909 में अपनी पुस्तक ‘हिन्द स्वराज’ में भारत के वास्तविक लोकतंत्र का स्वरूप ‘ग्राम स्वराज’ के रूप में प्रस्तुत करते हुए कहा कि ”सच्ची लोकशाही केन्द्र में बैठे हुए 20 आदमी नहीं चला सकते। वो तो नीचे हर गांव के लोगों द्वारा चलाई जानी चाहिए ताकि सत्ता के केन्द्र बिन्दु जो इस समय दिल्ली, कलकत्ता, बम्बई जैसे बड़े शहरों में हैं, मैं उसे भारत के 7 लाख गावों में बांटना चाहूँगा।”

भारत में गणतंत्रीय प्रणाली से राजकाज चलाने की एक दीर्घ कालीन परम्परा रही है। पिछले पांच हजार वर्षों से स्थानीय ग्राम सभाओं, नगर सभाओं एवं पंचायतीराज प्रणाली द्वारा आम सहमति बनाकर राज-काज चलाया जाता रहा है। वैदिक काल में ‘सभा’ और ‘समिति’ ऐसी ही लोकतांत्रिक राज्य संस्थाएं थीं जिनका निर्णय मानना राजा के लिए अनिवार्य होता था। इन संस्थाओं की इतनी शक्ति थी कि वे राजा को भी अपने सिंहासन से पदच्युत कर सकती थीं। उधर बौद्ध परम्परा तथा जैन परम्परा ने गणतांत्रिक शासनप्रणाली का स्वर्णिम इतिहास कायम किया है। ‘महापरिनिर्वाणसुत्त’ नामक बौद्धग्रन्थ में प्राचीन भारतीय गणतांत्रिक प्रणाली का महत्त्वपूर्ण संदर्भ मिलता है जिसके अनुसार लिच्छवी गणराज्य में निरन्तर रूप से आम सभाएं होती थीं।

भारतीय इतिहास में स्थानीय स्तर पर लोकतंत्र को मजबूत करने वाली ऐतिहासिक मिसाल सातवीं शताब्दी के कांचीपुरम जिले में स्थित ‘उत्तीरामेरु’ नामक मन्दिर की दीवार पर टंकित भित्ती अभिलेख में पूर्ण स्वराज को अभिव्यक्ति प्रदान करने वाली ग्रामसभा तथा स्थानीय प्रशासन की कार्य प्रणाली का संविधान खुदा हुआ है, जिसके अनुसार चुनाव लड़ने की आवश्यक योग्यता, चुनाव की विधि, चयनित उम्मीदवारों का कार्यकाल, उम्मीदवारों के अयोग्य ठहराए जाने की परिस्थितियां तथा आम आदमी के अधिकारों की भी चर्चा है जिसके तहत लोग अपने जनप्रतिनिधि को वापस भी बुला सकते थे यदि वह अपनी जिम्मेदारियों का ठीक से निर्वहन नहीं करता था।

गांधी जी के ‘ग्राम स्वराज’ का सपना था कि सत्ता पंचायती राज के माध्यम से आम जनता के हाथों में होनी चाहिए न कि चुने हुए कुछ लोगों के हाथ में। 10 फरवरी, 1927 को ‘यंग इंडिया’ में गांधी जी ने लिखा ”सच्चा स्वराज मुट्ठी भर लोगों के द्वारा सत्ता प्राप्ति से नहीं आएगा बल्कि सत्ता का दुरुपयोग किए जाने की सूरत में उसका प्रतिरोध करने की जनता की सामर्थ्य विकसित होने से आएगा।”

चिन्ता की बात है कि आजादी मिलने के 70 वर्षों के बाद भी केन्द्र सरकार तथा राज्य सरकारों की ओर से गांधी जी के पूर्ण स्वराज के स्वप्न को पूरा करने की दिशा में कोई ठोस पहल नहीं की गई। सन् 1993 में राजीव गांधी सरकार ने संविधान में 73वां एवं 74वां संशोधन पास करवा कर आम आदमी को यह अहसास अवश्य कराया था कि ग्राम पंचायतों एवं नगर सभाओं को शासन प्रणाली की मुख्य धारा में जोड़कर पूर्ण स्वराज प्राप्त करने के लिए ठोस प्रयास किए जाएंगे किन्तु राजनैतिक पार्टियों की आपसी दलबन्दी एवं प्रशासनिक निकायों में व्याप्त भ्रष्टाचार के कारण आम आदमी की जन समस्याओं और ग्राम सभाओं को लोकतंत्र की मुख्य धारा में कमजोर, असहाय तथा सत्ता में भागीदारी की दृष्टि से उपेक्षित ही रखा गया। वातानुकूलित भवनों में बैठकर देश के योजनाकर धनबलियों, बाहुबलियों और कारपोरेट घरानों के दबाव में आकर देश की आर्थिक नीतियों का खाका तैयार करने लगे एवं मजदूर, किसान, जवान, छोटे व्यवसायी स्वयं को ठगा सा महसूस करते रहे।
स्वतंत्रता प्राप्ति के बाद हमारे देश की अधिकांश राजनैतिक पार्टियां चाहे वे राष्ट्रीय स्तर की हों या क्षेत्रीय स्तर की आज भी ब्रिटिश कालीन छद्म धर्म निरपेक्षता, सम्प्रदायवाद, जातिवाद तथा अल्पसंख्यकवाद की विभाजनकारी राजनीति से ग्रस्त होकर वोटतंत्र की फसल काटने में लगी हुई हैं जिसके कारण गांधी जी के पूर्ण स्वराज का सपना पूरा नहीं हो सका।

गांधी जी ब्रिटिश साम्राज्य द्वारा पोषित समाज को बांटने वाली इन विकृत राजनैतिक अवधारणाओं को स्वतंत्रता तथा स्वराज का घोर विरोधी मानते थे तथा भारतराष्ट्र के स्वदेशी मूल्यों के आधार पर जन सामान्य से जुड़ी ग्राम पंचायत जैसी लोकतांत्रिक संस्थाओं को ताकतवर बनाना चाहते थे।

मगर पिछले दस-बारह वर्षों से सरकार की कारपोरेट धर्मी आर्थिक नीतियों से जिस प्रकार देश में बेरोजगारी, महंगाई और भ्रष्टाचार के आंकडों में निरन्तर रूप से वृद्धि हुई है, उससे संविधान सम्मत कल्याणकारी राज्य की अवधारणा धूमिल हुई है तथा बिजली, पानी, खाद्यान्न से लेकर स्वास्थ्य, शिक्षा, महिला सुरक्षा जैसी आम आदमी की समस्याओं के प्रति जन आक्रोश का स्वर भी तीखा होता जा रहा है, यह भारत जैसे अत्यन्त प्राचीन और समृद्ध लोकतांत्रिक देश के लिए चिन्ता की बात है। इन्हीं चिन्ताओं, अपेक्षाओं और संवेदनाओं के साथ समस्त देशवासियों को गणतंत्र दिवस की हार्दिक शुभकामनाएं।
